I think that this is mostly a holdover from a now defunct powerplant shown later. It seems to hold one or two lines used now for the rail line and to light the canal.

This photo and the following two are of exposed rebar in a washed out section of the dams downstream side. Only that one section was this damaged, and I am not certain why. The water was a fantastic colour, though.
